Staff

NSIC’s projects are directed and managed by Dr. Roy Godson and Jeffrey Berman. They are assisted by NSIC’s small full-time staff of program directors and coordinators. NSIC has also engaged a multidisciplinary international team of experienced governmental and nongovernmental consultants who contribute to the development and institutionalization of educational programs based upon their professional experience.

President

Dr. ROY GODSON was elected president of the National Strategy Information Center in 1993. He is also Emeritus Professor of Government at Georgetown University. For over 40 years, Dr. Godson has developed and managed educational and training programs on several continents, consulting extensively with governments, international organizations, and civil society.

His research and educational focus is on what today is referred to as irregular conflicts and developing both governmental/law enforcement and cultural/educational approaches to prevent and manage these challenges.  For several years he has been examining successful efforts to prevent crime, corruption, and violent extremism that combine enhanced law enforcement with programs to further societal support for the rule of law. He has also been working with education officials, government, mass media, and religious institutions in the Americas, the Caucasus, and the Middle East on the development of education supportive of the rule of law.

He has authored, coauthored, or edited more than 30 books and monographs as well as numerous articles on a variety of security-related subjects. Most recently, this includes Adapting America’s Security Paradigm and Security Agenda (2011); Armed Groups and Irregular Warfare: Adapting Professional Military Education (2009); Democratic Security for the Americas: Intelligence Requirements (2008); Menace to Society: Political-Criminal Collaboration Around the World (2003); Strategic Denial and Deception: The Twenty-First Century Challenge (2001); Dirty Tricks or Trump Cards: U.S. Covert Action and Counterintelligence (2001); Organized Crime and Democratic Governability: Mexico and the U.S.-Mexican Borderlands (2000); and Security Studies for the 21st Century (1998).

Executive Director

JEFFREY BERMAN: NSIC’s executive director and treasurer. For over 20 years, he has been responsible for the day-to-day operations of the organization and implementation of NSIC projects. He has worked with educational and public security organizations in the United States, the Americas, the Caucasus, and the Middle East. Together with Dr. Godson, he developed and now directs NSIC’s integrity/rule of law education and strategic communications education programs.

Research Directors

Dr. RICHARD H. SHULTZ, Jr: Research Director, NSIC’s Adapting the Paradigm Project. Dr. Shultz is Director of the Fletcher School of Law and Diplomacy’s International Security Studies Program at Tufts University, where he is a Professor of International Security. He has held the Olin Distinguished Professorship of National Security Studies at the U.S. Military Academy and the Oppenheimer Chair of Warfighting Strategy, U.S. Marine Corps. Dr. Shultz has served as a consultant to the Assistant Secretary of Defense for Special Operations focusing on counterterrorist responses. Dr. Shultz is the author or editor of 15 books and numerous articles on nontraditional security challenges, including Adapting America’s Security Paradigm and Security Agenda (2011); Insurgents, Terrorists, and Militias: The Warriors of Contemporary Combat (2006) and The Secret War Against Hanoi (2000).

Dr. DENNIS KENNEY: Research Director, NSIC’s Culture of Lawfulness Project and Professor, John Jay College of Criminal Justice, City University of New York. Dr. Kenney is the author and/or coauthor of numerous articles and books, including Fostering a Culture of Lawfulness on the Mexico-US Border (2002); and Crime in the Schools (1998). He is a former police officer and has also been the director of research and planning for the Savannah, Georgia Police Department, and project director for the Police Executive Research Forum.
